Removing the requirement to
state a specific reason for voting by absentee ballot is a recent improvement to election law. This
change may increase the burden on boards of elections because of
increased numbers of ballots that must be processed by hand, but it
will increase accessibility to voting for a broad range of people who
cannot, for a variety of reasons, get to the polls on Election Day.
Unfortunately, the benefits of
this change were diminished somewhat by another change that requires
every absentee ballot to be accompanied by identification. This
burden falls most heavily on those who are least able to appear in
person at the polling place.
